What is Dholera SIR?

Dholera Special Investment Region (DSIR) is a new industrial city being developed about 100 km away from Ahmedabad in the southwest direction. The Gujarat Government made a special law in 2009 to set up such investment regions. Under this law, they have set up an authority to look after the development of DSIR.

Spread over a big area of 920 sq. km., Dholera SIR is a key place for investment on the DMICDC growth path. It has excellent connections to other places, modern facilities, plans for long-lasting development, and other good features.

Dholera SIR Phase I

The Government of Gujarat and DSIRDA has adopted the mechanism of Town planning Schemes (TPS) to ensure the delivery of serviced land that can benefit the local population and the private sector.

ABCD Building

A major highlight in Dholera SIR’s activation area is the Administrative Business Centre (ABCD) building. This structure is designed with a simple yet forward-looking style that prioritizes sustainability and environmental friendliness.

In the future, this building will serve as the central administrative zone of the area. Located to the west of the expressway and set in the IT and knowledge-based sections, it’s also planned to be a key business hub in Dholera. A 55-meter road will connect the expressway directly to the ABCD building.

Location

The ABCD site is directly linked to a 55-meter wide main road that connects to the expressway. This location is set to house the offices of various development agencies, as well as a command and control center and a skill development center, covering a total constructed area of 36,000 square meters. The building designated for the Regional Development Authority (RDA) is planned to be a LEED GOLD rated structure, equipped with facilities to house all the staff needed by the RDA for Dholera city.

 

 

 

Dholera Airport Project

The Dholera International Airport, designed to serve the Dholera Special Investment Region (SIR), is being developed to the north-east of Dholera SIR by a Special Purpose Vehicle (SPV) named Dholera International Airport Company Limited (DIACL). The project has received the necessary Environmental Clearance from the Ministry of Environment, Forest and Climate Change (MoEF) and Site Clearance from the Ministry of Civil Aviation (MoCA) for establishing an International Airport at Dholera.

This upcoming airport is intended to meet the logistic needs of the Dholera SIR and manage the additional traffic from the existing Ahmedabad Airport in the future. The Dholera International Airport is expected to drive economic growth in the region, similar to other Aerotropolis projects around the world.

The airport will be situated on 1426 hectares of land in Village Navagam, Taluka Dholera, District Ahmedabad. The Airports Authority of India (AAI) has completed the Feasibility Report, and the Ministry of Defence has provided a No Objection Certificate (NOC) for its construction. The Ministry of Civil Aviation has approved the site, and AAI has prepared the Detailed Project Report (DPR) and conducted the Environmental Impact Assessment (EIA) study. The site is designed to accommodate two runways, one 2900 meters and another 4000 meters in length. DIACL has sought the In-Principle Approval from the Ministry of Civil Aviation, Government of India.

The Delhi Mumbai Industrial Corridor Corporation Ltd. has been offered a share in DIACL. The land measurement and demarcation have been done by the District Inspector of Land Records, with stone pegs placed at 182 boundary points. The Japan International Cooperation Agency (JICA) is conducting a Detailed Project Survey (DPS). The project will be developed in a Public-Private Partnership (PPP) mode, following the guidelines of the Greenfield Airport Policy of the Government of India.
